it's a LOCAL cooldown, meaning it's running on us not the target, so...what if the target is dead way before that 10 seconds? and the next target, and so on, even pvm and in pvp, this is often the case.

Just think of our nukes as Special attacks now.
Nuke A is like Full Auto, a big nuke, locked out for 10 seconds.
Nuke B is like Burst, a decent attack locked out for 5 seconds
Nuke C is like Fling Shot, a weak regular attack, locked out for 1.25 seconds
You can use them whenever the are available. If you kill a target with nuke A, then just like a soldier who dumped a FA into an almost-dead mob, you'd have to wait the 10 seconds, but the other nukes would be available.

question regarding local cooldown: I noticed that if i am hit with a "Throw Snowball v2.1", i cant cast it myself until the cooldown went off. This means, the local cooldown runs on me and the target?

No the local cool down runs on you. When you try to cast snowball, or Detonation Matrix, or ICH (all nanos with the local cooldown) they check to see if that local cooldown is running in your NCU. If it is, can't cast, on anyone or anything. If it isn't, it casts. Simple.
As for Throw Snowball I believe that does put a lock on the target too but not sure why.
Snowball puts a cooldown on both caster as target indeed, this allows for snow fights (you have to hit the other before he hits you). So they can do both kind of cooldowns.
For now only talking was about a cooldown on the caster, but in fact they can also do cooldown's on the target (and I'd guess they can make them different). A cooldown on the target for roots etc might be nice: you can't spam your target with roots, but you can still root 2 different persons.
At the other hand... halfway writing the above I realised I'm wrong :P. The cooldown on the target doesn't prevent Snowball being casted on them, it prevents the target to cast snowball. Anyhow, it still might be possible to have target specific cooldown that prevents getting rooted again (though I'd say you still should be able to get rooted by another person which makes it quite complicated :P).
Auto-attack? Crits? Bah, you guys go play one of those other professions...

Yeah auto attack is a bit lame but maybe a small dot or something if u have a target q'd.
Think the biggest reason for an auto-nuke was that contrarily to what we are getting, we were stuck using one nuke for dmg in pvm (and leveling was longer and we did crappy dmg).
Now, weaving will probably stuck us in a combo, but that's another story haha.
Actually, it could be made great, if we had meaningful choices such as AO debuffs, shield rippers, nano stealing, nano nuking, added dmg, buffs (for the caster), different dmg lines, etc. Could be great.
Oh, so you mean exactly like it is now, only now any cast locks you out from ALL casts? Where as the future system allows you to cast any number of nanos while various nukes are recharging. What if the target is dead and there's a new one? Well, what does a soldier do while his FA is in recharge?
The concept of local cooldown means it's local to the nano in question. Exactly like Full Auto or Burst or Aimed Shot. Use it, it greys out untill it's ready again and in the meantime you can use other specials or cast nanos.
So, cast nuke A, it, and only it, has a recharge of say 10 seconds. That means you can only use that every 10 seconds. On one target. But while that's recharging you can fire off nuke B or C, or new AOE nuke D, or calm, or cast absorbs, or root, or whatever. How many different combinations will there be for different nanos? Don't know. Will it just go live without any feedback being given on it? No.
Why not just give the cyberdeck a damage range, go off our MC skill +aao and have the defence check be nano resist+aad (or omit aao/aad altogether)? So when we press Q, we do regular hits somewhere in the range of pistol damage.
Also gives NTs a reason to press Q as well, outside of having to remember to press Q if calling and it lets our nuke attacks function like perks and specials.
Yea, pretty sure we are reworking the whole cyberdeck idea in general. I wouldnt mind seeing some damage on it. I think I heard rumors of it maybe doing proc stuff? Confirm masta?
I would be for the proc more than the deck itself doing dmg. would be more useful to have certain equipable upgrades, with special slots (so that we don't have to unequip the deck to change the effects) that we could swap out according to situation, giving us new possibilities ranging from direct dmg proc's to debuffs to defensive benefits imo.
Somewhat similar to how tl7's can modify thier decks...only more flexible and useful, and available throughout all level ranges where the deck is used.
