no, it states ( >=200 ) which is equal to OR above level 200, so it could be in game based on the requirements.

on the ql1 "I am the bear", the req is level>=2, so it's not an outlandish concept to have the ql200 ring actually require a lvl200 player.

EDIT: Especially since I'm looking at the Solitus only items: a swimming Bracer? A brawl item using CompLit? Only the gloves are halfway decent.... oh well.

But anyway, unless it's something you can make through tradeskills, I'd say it's either a set of trick items (*cough* MTI Grey *cough*) or something for Shadowlands.
