Foreman's dungeon. I had one once but sold it to the machine. It's real low ql so you don't get many NCU.

Heh, his logic is flawed (but it was a nice try ).

To answer your question, the armor is not yet in the game yet (as it is in the 14.5 database, but that does not necessarily mean the armor will be available in-game at that point). The Gaily Painted Hood drops from Tarasque and is nodrop. Good luck getting it, it's pretty much what every caster that goes to Tara raids wants as loot.

The NCU chips with nano cost reducers give so few NCU that nobody will really use them, but yea, technically you can get another 5% knocked off.

And there are Jobe implants (or clusters) which give -nano cost% too coming in 14.5, no idea if they'll be in-game then or not, again.
