This is why I think these level ranges will work:
10-30: Tower twinks
31-60: Tower twinks mixed with ToTW twinks (regardless of elitist thoughts of pvm twinks vs pvp twinks, it will at least be an active range.)
61-100: Tower twinks
101-150:
Tower twinks mixed with S10 twinks.. Makes l150 a pretty fun casual level to drop off at for a while. Even more than previously, as you not only have S10 but are at the top of the food chain in an arena. It's not like the 150-174 arena was packed with 150s. It will do just fine without them, while opening up some tl4 fun.
Break point - in my opinion level 151+ is very fast to achieve. By now people are re-gearing quite a bit and getting ready for real leveling.
151-174: TL5 PvP saved (should stop the whining)
175-214: Mainly people leveling up, probably will have a few twinks if this gets active - but overall, THIS is the range that people need LE gear (before they are able to get end-game gear) and on top of that it eliminates green farming on the old TL7 station. It's perfect.. This is not a WTF range, a 214 vs a 175 is a bit laughable yes, but other than Funcom increasing the player base x10 this is the only decent way for this level range (175-209) to get VP. The 210-214 crowd won't be complaining either..
215+ - Perfect, twinked 220s killing gimp 210s was broken. The 210s were there for the VP, the 220s were there for the PvP. Nothing changes, things just become a bit more level. Keeping it open for 215-219 will keep it active, and AO will always have it's 217-219 novelty twinks worthy of fighting the end game players.
