LEVEL reqs for Nanos - a question

So is it the level effect for the caster or the target? or both?
I can see not wanting a +XXX ncu buff hitting a 20th level character... come on now youd be uber twinky
Granted it would be funny to be able to cast it but not on yourself

anyone know for sure before people go flying of the plasmagun?

We're not sure about the NCU buffs, but the problem is there are lvl reqs for *uploading* this and all the other new nanos.

As far as uber twinky--how about casting Mocham's on that same 20th level character?
