Perk special "Tap Notum Source" pvp flags the caster if the target is flagged.
Its a friendly +nano over time perk, I don't think this is intended.
This isn't new to 17.7 either, is ages old, but I just got reminded of it by almost being ganked in Bor walking about flagged and unbuffed.

Combined scouts armor does adds to every init, except nano init. Was wondering if this was ever addressed; it applies to many professions. I'm sure it has, but perhaps Sil might take a new look at this.

Officer's should add +nanodamage and Paramedic should have +Healmodifier.
Something like +5% at ql300 per bit.
0-60ql = 1%
60-120 = 2%
120-180 = 3%
180-240 = 4%
240-300 = 5%
MPs and Crats would get some decent nuke damage out of a suit of that and NTs... well...
at 220 : 5%*7 bits = 35%
35%-Dustbrigade Gloves 1% - OFAB Chest 4% = +30%
An extra 30% if your setup looks like mine and you make the switch to ALL Officers.
I think that is reasonable.
I agree that dmg mods should be applied, we pushed for it much harder after they came in game. I think thats a part of the reason that we started seeing those mods end up on a lot of our armor as of late, (ofab, db etc)
The descriptions for LE nukes are incomplete.
Example :
It should be added that it ignores any active damage shield on target.The target will be hit three times for 2500 - 5000 points of radiation damage each hit. This nano will pierce any reflect shields that the enemy has active.

Granted, it's only in the 100-160 point range...
