unless you're an engie, MP, NT, or maybe a trader, nanoprogramming is not something you'll want to put IP points into.

find someone with high enough skill and have them assemble the implants for you.
    Muffinhunter
200/AL 5 Clan Fixer (omg finally)
    Jadedmuffin
81 Omni MP (on hold...man, MP's get boring fast.)
    Acknonano
34 Clan Raidslave Doc (or at least that was the initial idea...)

    Rules of Thumb

    Nano Programming:

    • Green or Light Green Skill: Max it out, every time. It guarantees that you can build your own implants, at the very best QLs you can install, for free. It gives you a steady stream of income, assembling implants for almost everyone else. (Engineers, Meta-Physicists, Nano Technicians, Traders)
    • Light Blue Skill: Consider maxing it out through about character level 20. If you do, you'll be able to build your own first sets of implants without having to constantly track down people to build them for you. But even if you do, by some time after character level 30, you're going to find that you don't have enough IP to keep your implants up to date while raising the other skills you need. In which case, maybe you shouldn't have tried raising it in the first place? Sure, maybe you could make up the difference with implants, but maybe you should be using those implant locations for other skills, instead. It's your call, but the Magic 8-Ball says, "My sources say no." (Bureaucrats, Doctors, Fixers, Soldiers)
    • Dark Blue Skill: Forget it. No matter how much you like the idea of being independent and taking care of yourself, the fact is, the best implants you will ever be able to build won't be good enough to use. You will fall steadily behind people who are having better-qualified people build their implants for them. On top of that, the IP expense will eat you alive, crippling your real, useful skills in the process. Never put IP into a dark blue skill without a real payoff in increased effectiveness. Dark blue Nano Programming skill can not pay off. (Adventurers, Agents, Enforcers, Martial Artists)
