Someone reported that the max_level=level*1.4 rule is not right.

Guys, it *DOES* vary - hate to say it.
At 200, level 149 is green to me. That is the largest gap possible in terms of percentage where levelling would be allowed.
Usually one or two levels below green works, so 147 or so.
Which is 73.5%
