Sadly, I find this to be applicable more and more as of late. You'll most likely hear me say it again, months from now.

The fact is, Ross's assassination was, for lack of a better word, flawless.
It was a reprehensible act, Ross was a reasonable man, a moral man. Traits that are not commonly found- Traits that are not commonly respected for their full value.
But nonetheless, his assassination was without mistake.
No security forces were alerted to the presence of a disturbance or potential shooter, Witnesses were either questionable or nonexistant, only a single shot was made, and there were little to no clues as to where the sniper made his nest.
Tensions run high, and faction divides become more pronounced.
Rubi-kan politics are thrown into turmoil, and law enforcement is too emotionally charged to track down the gunman without making things worse.
All that remains is for the clans to provide major retaliation to omni-pol incursions, and suddenly Unicorn presence on Rubi-kan streets increases tenfold.
Can't anyone see this? Outworlders are playing on our emotions, playing us for fools.
