You have time and time again put forward nerfs because someone was getting something for nothing. Here is a scenario that occurs every day in your game and will be highly encouraged by your 13.8 changes:

A group of players get together and camp an area with several mission sites in a 25% area (SEB, Mort, etc.). They wait until a character appears from their mission and root him and kill him. Occassionally one gets away because of the 15 second PvP rule, but much of that is often taken up by lag and loading. There are innumerable bugs which will help them carry this out (zoning without your Yalm, can't leave a vehicle while rooted, etc.). They then loot all the goods which that player just earned.

This happens EVERY day. I won't get into whether it is griefing but there is certainly nothing illegal about it. It happens every day when the only satisfaction that a player gets is that he cost that other play a bunch of XP. Now if you make it a profitable passtime, much more profitable than actually going on a mission yourself where you could die, how many people will be doing it?

You are encouraging a reward with no risk strategy. Any comments? I didn't think so...
