I saw him many times at Rhino valley, though haven't seen him for about 2 weeks now...

I found him, and it'd Pf Van Horn, not Jones

Some guys were fighting him, he stood alive for about 15 minutes.

The kevlar vest has such ridiculous requirements that I wonder if it's of any value after the team showed it to me:
+20 in all nano skills (so it doesn't seem it drops in various QL's)
526 Agility
476 Strength
701 Nanoprograming
Nanobreed only.

Soooo, it's an item for metas (which I happen to be), with MA requirements.

Ah yes the special loot does come in varying levels, depending on your current team level, some sort of average it appears. In a team with a 131, 135, 144, and 134 he dropped the vest with a +17 mod to the nano stats, and 2 points lesser on the other mods on the vest.

Take away the level 134 person and he drops the QL 200 version, with the +20 mods, not much to make a formula out of but yes unique loot does vary with team level.
