This sounds like something you should ask in the MA forums... But ok, implanting Martial Arts, Using high QL VE's and getting some AddDmg items sounds like a plan!

MA damage is based on: MA skill, addDmg, addAllOff and damage type (v mob acs)
To raise:
MA Skill: str / agl, implants, some items
addDmg: mainly buffs, though jobe imps (dont bother!) and perks can help
addAllOff: um - perks, uber items and jobe imps
Damage Types - MAs 'fist; line buffs..
Basically, max str / agl, ma and brawl for good damage. You'll see a drop off vs other proff damage levels from ~70-~130ish, because MAs can't OE high level weapons, so instead of jumping up damage levels, we increase steadily. Around 120+ you'll see your damage coming back, and by 150-160 you'll be merrily outdamaging most other profs, as long as you max MA and Brawl.
