GUI change: Nanoprog icons in moveable iconbar

This would be similar to the toolbar. The beauty of this would be that one could see ALL of the nanoprograms on them at any given time without needing to scroll. It would also free up a lot of valuable real estate over on the control panels.

edit: Not talking about the shortcuts to cast, but rather the icons that represent what nano's are currently running. Mouseover would report time left and name.

Yeah, and get rid of the annoying function that makes the menue scroll every time something happens with your NCU. This prevents you from having more than ~3 parts open at the same time.
