Why setting a non reconstruction rule over 6 hours?

Another point i find quite confusing is the fact that once you have your shield desabled, you have to wait for the zone to go 100% to build again. This makes attacks way too easy...you desable a shield right at the beginning of the 6 hours...make a small attack and kill 3 towers...defenders start to mobilise...then you leave...defenders demobilise..then you attack one hour later and kill 5 towers and so on over 5 hours...and kill the controler in 5% zone...this is like a chinese torture...it is slow and painful, and the victim can t do anything to prevent it, but suffers a lot to be obliged to monitor their base for 6 hours and vainly mobilise their troops over that time period.

Once again i understand why this rule was set, as some defenders used to build towers while being under attack to make their controler harder to attack, but once again the solution is worse than the problem...why setting the non construction rule over the whole 6 hours...why wouldnt it last one or two hours, to oblige attackers to be well organised before the defenders can start to rebuild...this would make it at least possible to defend a base.
