I suggest you ask this on the Fixer forum, as we fixers prefer small cave missions for blitzing for the most part. The only lower level spot I can think of offhand is in northern Aegean.

Clan can still run missions in Clon****. (Or have guards been places around the grid node?)
Mort and Avalon missions also work well at times. Sometimes you'll come into contact with very small missions.
Broken Shores missions are also good. Recommend killing the first five mobs (Unteamed the counter doesn't start working unitl the fifth mob). Usually if 20% or more complete then finish the mission. The mission will be small enough that you can finish in a short amount of time. If 19% or less then leave the mission and get another. The mission will be long and consume alot of time.
