An ellts and the ones you can buy the are 8% crit and sell for around 700k. Why do peeps pay so much for them when there is something better availble for cheaper? Are they stackable? Seperate slots? I'm dying to know.

Higher crit chance. The old style ELLTS went up to a 15% crit mod. The new style Vision Enhancer technically goes up to 15% at QL400, but in-game they cap at QL250, which is the 8% scope we all know and love.
A secondary reason is that the ELLTS worked off tradeskills (Elec. Eng. I think) which made it easier for certain professions to equip.
