A very very much needed change. We at the crat forum have been complaining about this since the patch day we got them. (2 months I think) I never turn the speech on so I wont bug other nanousers and SO I wont interrupt my own nukes.

Increasing the timer to 2 mintes or more and limiting it to teammates would be a good first step.

The Aura/Speech spam is fixed in 13.8. You won't be spammed any longer nor feel like hitting the Engineer or Bureaucrat over the head with a wet leet.

Umm in 13.8? Hope that was a typo and you meant in 13.6. It could be several months before we make it to version 13.8.
