first off let me say i don't pvp
i did some silo action with guildies and i saw the reclaim terminal faster then you can say 'hey why don't you Ip reset nano resist to help me a little'
I believe you are referring to the crat shuffle perkline?
if i recall it just debuffed evade close? but maybe the -4.5K AC is more usefull in PvP
i _think_ for PvP starfall might be a better perkline

Yes I'm referring to Shuffle, and lol @ your nano resist comment. =p
As for Starfall, I heard it is based 100% on MC as its attack roll, and therefore the nano resist problem is even worse. Can anyone confirm?
as for starfall yes. it sux and even MPs have a hard time landing it in pvp.
use malaise nanos when pvping, if you need to get away then use aoe mezz cause it lands way easier than the one target version.
oh and never stand still always keep moving.

Problems with those perks are:
1. very long cast time, 5 & 6 seconds
2. Psychology as attack skill !!
3. evade and AC debuff are nice but they dont turn a fight
my conclusion: not worth using in "standard" pvp situations
Psychology is green at least; in theory it could be made quite high so that doesn't bother me too much.
5-6 second cast time is killer though. Why would Funcom make a PvP ability with such a slow casting time? =/
Are perk casting times influenced by Inits at all?
Crats dont have offensive PvP abilities :P
And no, inits dont have any effect on perk timers.
