This would be a relatively easy thing to add, and I think would definitely add to the fun of playing neutral. It's kinda hard to just chat with other neutrals with no specific channel.

yes, I have lots of questions when I play my Neutral alt, but unless people in my guild are online and available to talk, I have very little chance of getting them answered
