TK used to drop 4-6% fairly often, either that or I got lucky.

1% ones seem to drop reasonably frequently in the Backyards.
2% in SoM (and occasionally 3% ones too)
anything above will drop off mobs or chests at random.

I have have found 3 4% rings and a number of 2/3% rings during my days. 2 of the 4% rings was found in single player missions arround level 100. The last one was found on the Escaped Gargantua (Galaway).
2/3% rings are found in the SoM in heaps (atleast 2% rings)
Items like Rings are theme based , so they like gems/stones/bracers will drop of creatures like spiders/snakes/wolfs etc . So get hunting for 1 of the above at the highest lvl u can find
