The ability to login to new game content becomes available generally the same time as the physical copy becomes available?

The availablility to login starts a long before the physical copy is shipped so first people to get the shipped copy gets to play first?

the copy ships first, and then two weeks after being generally available, something changes on the server to activate all the new content
