I'm afraid not.
I suggest regarding your first character as an experiment, learning how not to spend IP, then starting a new char from scratch when you know the game better.

Or just count the misspent IP as part of your character as I do

( I am a NT who spent IP on ... well... MANY weapon skills early on )

FC is supposedly going to activate a "one time only" IP reset. I believe it will only be possible one time ever on each character you have. It'll be a matter of inputing a command on the chat line, which will empty all your IP in to a cache and allow you to redistribute them. This function isn't active yet.
