really the only reason to get a pioneer backpack now is for the tutoring, you can get the miy's in low ql for cheaper... or just to say you have a pbp.
the tutoring is still best in slot by a very long ways, but you gotta have a pretty decent reason to use it.
As far as rarity goes, it's still very rare, but now the people who could use it effectively have diminished substantially (the large majority of users probably wanted it for base stat increase)
which means a big chunk of the market is gone for it, meaning the demand is much more inline with the supply, and thus relative rarity is significantly reduced, thus, dropping the price.
i am guessing that nooba has a degree in economics and actually uses it.
Sell it while you can, hopefully prices will drop towards 1b soon :P
