I'd suggest putting all your IP in them just in case.
I am assuming they will be looked at for rebalance, but since progress on the rebalance has been painfully slow, I wouldn't expect they have started looking at parry/riposte yet. Remember, it is one of those old, dead mechanics which will probably (knowing how the old coders did things) have some issues just bringing them back to life.
Wassnt re-balance supposed to be ready around last Christmas? -.^

I wouldnt expect anything concrete, however from what i understand riposte might be an attack similar to backstab that advy get with certain amount of sneak attack skill. Parry might work like an attack blocker with % chance based on skill up to 10%. But don't take that to the bank.

Parry skill: 1< skill <1000
Parry (armour) activate
Active for 2 seconds.
when active, parry will force evade on NEXT attack.
Parry recharge: 60 seconds-54s*(skill/1500)
(capped recharge at 6 seconds, at 1500 skill).
Parry skill: 1001<skill<2000
Active 3 seconds,
When active will Force evade on next 1 attack and 1 perk damage
Parry skill: 2001<skill<3000
Active 4 seconds,
When active will force evade on next 2 attacks and 1 perk damage
Riposte:
if skill >1
recharge: 60s-54s*(skill/1500)
Activate: on successful parry and wielding phys/melee weapon
On use:
Instant Weapon damage @ AMS vs DMS check
