need to raise it until it costs 1k ip to improve further. it's based off base b&e skill, not buffed b&e skill but i dont remember the exact number of ip's needed.

You reach 1k IP needed with 216 ,as Lazy sayed its not the lvl its the IP needed to improve 1 points skill
