Jokes aside, I had a little scuffle with some Sentinels a while back on Lucetta, and I was told that one of my devices were illegal, so they snapped the memory chip. (Noo!) I was wondering if there's a list of common gadgets ARK acknowledge and whether they're "illegal" or not? That long-range scanner definitely isn't a real in-game item, but it's illegal for non law enforcement... oops.

No, there is no such list. At least none that I know of. We do keep some information about AO lore though. When something new crops up we deal with it on a case to case basis, generally. Always feel free to ask if you're not sure.
