Exterm symbs were designed at a time where NT's were pistol users (yes, NT's used to be weapons based). You can see a lot of that legacy in them (+proj, +pistol, etc).
You can also see the nano side of them (+NCU, +nano range, +nano delta, +nano skills, etc)
It makes a certain amount of sense that MP's get access to them, as we are really a jack of all trades, with a wide range of skills. Crat's....not so much sense. (Though they probably already had too many profs on support and did not want to add them their.)
The common factor between crat, NT and MP is nukes. Other than that...

My best bet over the exterminator is sort of nano specialist, dealing in destructive powers instead of healing. Not just nukes but also debuffs, roots and all other kinds of nasty stuff that'll ruin your target's day.
Control doesn't have that much difference over exterminator, it's sort of poor cousin. Sometimes ie. exterminator brain, right hand, ear etc. might be a better choice over expensive control symbiants, though on MP's case support is usually more sensible.

Have you compared control and exterm? There are very very very few slots that exterm (or even support) is better in.
Profs who don't have access to control want access to them for a reason. Even (and sometimes especially) those who already have access to support/exterm.
There are some spots where support is better than control (especially for bow users), and maybe 1-2 spots where exterm is as good or better. But the vast majority of the time control is the best option.
Exterm is a good way to get QL300 symbs in if you want to be cheap.
Like you said, most skills lost aren't big/important ones.
I do think that control is still far superior to exterm...there are times when tradeskills come in handy when you want to be lazy, and of course there are plenty of people who IP first aid.
Has anyone looked into their relative availability? Are the patterns for Exterm easier to find or come by? Are the mobs to get patterns lower level or lower difficulty than for control? Such things have an impact on design too no? I honestly couldn't answer the questions satisfactorily - but I could imagine that FC did make exterm easier to come by.
Also, just generally in a world where people pay for things rather than getting them themselves (more fool them, imho) - there need to be variations in price for players who have different kinds of funds available.

Exterm is by far the cheapest symbs to buy, because they have the lowest demand.
You can pick up Intelligent Exterm symbs for just a couple mill, maybe do a full set for under 100 mill with some some smart shopping.
OTOH you have some of the more common control symbs going for 40-50 mill. There is one particularly rare Arty symb that goes for nearly a billion creds.
For MP's you can pretty much expect to average about 40-50 mill for int symbs (at least that was true when I was shopping for them). 18.0 may change that depending on how the new Xan symbs effects the market.
I'm completely control except for my left wrist symb which is Exterm, but I got almost all my symbs by either farming them or finding incredibly good deals.
As far as I can understand the thought behind symbs:
Support: can heal with nano programs
Control: Tradeskill prof
Exterm: nuke DD focus
Artillery: ranged DD focus
Infantry: melee DD focus
Doesn't seem much more advanced than that. However, exterm and support usually seem pretty useless when you have access to control. (e.g. traders can use support/control/artillery, but besides price and QL availability, there seems to be no reason to use support).
