I would have to say.. that if some clanner was following me around in an area I could "not" fight back in.. adn filling up my NCU repeatedly after I have asked them to stop.. that would be harassement.
Being an annoying worm doenst get you anywhere.. and since when has being annoying result in anything but pissing people off?
