I would love these skills working again, and it could be done fairly easy using two of the current game mechanics! Defensive procs and Tiers.
Now how would go about this with making them overpowered and with out nerfing melee's dmg in pvm? one you have to keep everything low in % chances and two you can aether disable the mobs ability to Riposte/parry, or disable 3% natural miss rate.
Now how will procs and tiers work together? Your skill level will decide what Tier is active depending on your Skill level and select the right Proc for you.
What would the tiers look like?
Tier one: 100-500
(takes 100 skill points to enable if you have an weapon equipt that uses the skill!)
3% proc base enabler you gain no % between 100-500
Tier two: 501-1000
Gain 1% at 501 skill and every 200 skill points, you gain 1% more.
Tier three: 1001+
Gain another 1% at 1001 and then additional 1% for every 250 skill points
while capping the Total chance of procing @ 10%
What would the procs look like?
Well they wouldn't be visible to the player at any given time they are passive skills so they would have passive procs that were always active as long as their weapons had the skills enabled.

tier two would be the same but just with a higher % landing rate. my Hope/idea for Tier three was to give aether +2 normal blockers or +1 normal blocker + 1 spec blocker but that spec blocker might create imbalance but its kept in check by a 30 sec duration...
Now for Riposte. goes along the same idea/concept.
Tier one: 100-500: 3% to proc
Riposted dmg= (Weapon skill/5)+(Riposte skill/3) @ 700 Weapon skill and 500 Riposte return dmg =306
Tier Two: 501-1000: 1% more proc rate @ 500 skill plus 1% every 200 skill.
Riposted dmg= ((Weapon skill/5)+(Riposte skill/3))+(Weapon min Dmg)
Tier Three: 1001+ skill: 1% more chance at 1001 skill and another 1% for every 250 points.
Riposted dmg= ((Weapon skill/4)+(Riposte skill/2))+(Weapon min Dmg)
The returned scales along with your skill and also is improved as you spend more ip into the skill making it worth while to use. but also kept in check by being lower than normal weapon hits!. unless some1 is running around w/ 3k skill in Riposte
