Most of the procs have a 5% chance of firing. It's pretty easy to keep them going constantly, especially Virtous Reaper and Symbiotic Bypass

No... At least I haven't experienced Symbiotic Bypass and Ignore the Unrepentant to both fire procs at the same time.. It should, because one is type 1 and the other is type 2, but both procs look the same except one is slightly better than the other, so my guess is FC did a mistake and made the better proc Symbiotic Bypass to be in same line as the Ignore the Unrepentant proc. The actions themselves is in different lines, however it seems like the procs are in the same line.so keepers are able to get +250 clc just from perk actions?.. wtf
I petitioned this last week i think it was, but can anyone confirm that both actually can run at the same time?

You gained 373 points of Shadowknowledge.
You gained 41 points of Shadowknowledge as a side bonus.
Side bonus does not apply to personal research. This must be the reason as well why neutrals got the global research farther than clan or omni

There seems to be some conflict between procs run from different characters.
When LE launched I teamed with guild pres who's an Agent, he said his crit proc never went off in three missions yet mine were constantly refreshing in his NCU. He thought maybe Agent procs were bugged.
The next night he teamed without me while I was at work and his crit procs fired off left and right.
So maybe only one of each type TOTAL can be active in someone's NCU? As in whichever one fires off first, is the one you're stuck with forever.
