level caps...how do they work?

i mean, let's say i make level 200 next year. even if my "main level exp" is full, do i still get points to build my skills with? or do you only get the points every level up?

You only get points at levelup.

There were special rings just after the game was launched, which gave you IP, but they were duped and exploited into oblivion.
