New idea for a doctor nano line, (and no, I'm an engineer)

BURN out one hostile nanoprogram, starting with the one with the lowest NCU requirements, (in a tie, take the shortest lived one, or the first in line.) Deal a set amount of damage, with no resistance, to the target, but make it TEAM ONLY.

The reason for it being a LINE is simple. First of all, one cast by a low level character shouldn't trump a debuff cast by a higher level one. Second of all, a low level one should deal less damage. Heck, even with nanopoints to burn, I wouldn't want my doc casting one that deals 150 points of damage to me when, one, I'm only suffering from an affliction that the 30 point damage version could cure, and two, when I'm down to my last 158 life and the target debuff is a DoT.
