Found in shops, in my experience, I seem to find buffing guns more often in distant located shops like Omni-base in CAV.
the HSR arms pistols are blitzable and buyable in shops/gardens. I found em fairly frequently in unred gardens on the weapons fellow.
QL100 is lowest req for +25stam

Endorphin factory is an alien general drop.
btw the exact name for the +25 stamina pistols are HSR Arms N.M. and yes they need to be ql100+, preferably as close to ql100 as possible so the least skills are required.
