B&E and chests

is it ok when i stop B&E at 400 can i lock pick all chests or not. I hear i can lock pick ql200 but what about missions with higher ql's???

Allegedly, the lock picking percentage is <B & E Skill>/<Qual of lock> * 100%

The exp you receive is the quality of the lock (in 125 missions I've been getting lock qualities of about 850).

This was from a comment made by one of the devs and experimentation - unfortunately I've not been able to locate the thread with the comment on it (was something about devs knowing the relationship described above and when playing not raising B&E above 200).

I suspect there may be a lower percentage below which you will be unable to pick the lock no matter how many times you try - anyone got an idea what this might be?
