    Lightbulb Rate the 13.8 patch!

    Taking the changes and fixed bugs, new bugs, patching time, information, and all kinds of stuff into account, how will you rate the 13.8 patch which went to the live servers Wednesday 27 February 2002?

    (Note: Do not include the 13.9 patch when rating.)
