Energy damage output mod

Is there any damage override/modifier set item to energy such as the one for MA/Advy from CoH, for lobie toons under level 100 ?

Don't believe so.

there's poison bracers that change damage type, good for lowbies, but you'll sacrifise alot of stats if 220.. Else there's alba devices that change types temporarily.
