Yeah I've got a couple of those too. No idea what you do with them. I think they are supposed to take up space in your bank.
Could be a quest item. Don't know for which quest, though..
It's an item for modifying the Solar-Powered Pistol into the tradeskill-pistol meant for engineers, but also usable by other profs, I think.
