they are better, and most of them buff same stats, but there is no way for them to be compared as next step in tier-ladder.
Tiers are gathered through quests, dungeons and tradeskills, OFAB is from a vendor.
Tiers are leveling items, ofab isnt.
Tiers are nodrop, ofab isnt (at first stage)
there is just too many differences to call them next step upwards. ofab is a whole different set.
and who knows if we are getting upgrades for T3. then we need to call it improved t3 because t4 is taken :/

Upgrades for T3 are as likely as upgrades for all the Amor sets before it. Azure, Oaf, Sup sentinels, DeCranum Corona MKII, Living Dragonflesh, So8....
And yes, I have most of the sets.
The T1 parts are bought for 2 million credits each piece + insignias, from a vendor.
Then upgraded with Boss loot items, much like Ofab.
Ofab comes in level steps of 25, not far from a leveling item.
The upgrade components are not no-drop for tier 2 and 3 either.
The ofab set was built on the platform of T3. With slightly higher stats, and precisely the same skill modifiers.

I have to say that I much prefer the visual appearance of the tier sets to any of the OFAB (all of which I find downright hideous) but I lack the motivation to go through the trouble of making it just to wear in social. Tier social sets in the item shop, on the other hand, might temp me to send a few $$ FC's way.
I would agree with selling tier glyph pack in items shop not the armor itself. Much like you can buy vp's you should be able to buy glyphs. You would still have to get measurements and farm insignias for basic jobe set.
The only tier armor worth looking at is keeper armor anyway...
I don't think they meant actual tier armor, but the social version. There's replica (aka social-tab-only) versions of Ofab (basic and penultimate), Beast armor, ICC armor, Sentinels, Omni-Med, Omni AF, Mercs, Commandos, Paramedics, Sharpshooters, Officers and Scouts.
