The Borealis subspace transceiver isn't a satellite dish. Satellite dishes are used to communicate with satellites and starships in close orbit around the planet. The Borealis dish is used for interstellar communications. It's in a completely different class.
Even assuming that Newland could logistically support the development of a new transceiver, consider the political ramifications. If Newland citizens see a massive chunk (or perhaps all) of their city's resources go into an extremely generous gift to Omni-Tek, gangs like Third Faction will "retaliate" against the "corporate extortion" even though it wasn't our idea. This will lead to even greater levels of violence. The Clans and the Kyr'ozch might benefit from this, but Omni-Tek and true neutrals certainly would not.
You certainly can't blame Omni-Tek for hesitating to jump at this deal.

And if you had read our mission statement then you would know that we would not retailiate against Omni Tek if they recieved a Interstellar Communications transceiver from Newland City, if in return they left Borealis.
If you didnt then it would be a different matter, we would continue to do what we are doing now, protesting and supporting methods of appeasing Omni Tek and getting you to stop occupying our city! and i say our as its population is of neutral citizens.

If it were on me to negotiate for the dish of Borealis, I'd say it wasn't worth the collective turdpile that would result from it being traded away.
I'll let you guys sandbox over this one. I am just amazed at the sheer amount of nothing it takes to form this much controversy.
IRRK has been rather slow, not much happening I would hazard. Don't you think a way for the Clan to get their message out to the rest of the galaxy would be of great benefit? Think of all the passionate people and competing corporations that may come to help you, send weapons, credits, armour ...

The clanners might be intrested in your proposal, you'd just have to talk to me (as i somewhat unofficially took the role of neutral-clan diplomat on me) or to another clerical to suggest it in the council

We need energy for it to work, we can gather rolerrats (I think we still have some in stock) a put them in wheels.
A control program? A couple of wires, a hack data stream nano crystal can do.
And finally an emitting device. Stappling a cyborg on the top will work.
