Implant Upgrade Utility

As I write this, I think of those endless hours searching for that last elusive cluster of the right quality level cause the last five you saw were just a few ql's short. What about having a device similar to an implant stripper, that can be used on a current implant to upgrade it to a higher ql. The higher ql the device, the higher ql the implant. Be a nice way to save some creds for us poor folk and sure beats having to build imps, especially at low lvls when imps can be leveled out of in a few hours.
