Rules on RK1?

Ok I know there are alot of discussion about this Tarabot stuff. Im leve 131 at the moment and would like to see this Dragon up and close, or just help out. I dont mind the loot much, but of course I wouldnt deny anything if I could get some of it. Anyway, I would like to know how to enter this raid. I see the logic in keeping the raid organized the way it is now. Loot or no loot. Where do I sign up for a glimps of the might Dragon?
