Impose a system that everytime someone comes to a T raid they get a certain amount of points. Also make it so that the loot is worth a certain amount of points say the hood could be worth 10 points. This way say person X comes to a T raid every single time and whore up points giving themselves a good chance of getting loot. Oh yeah no using points on more then one item per day/week/whatever, to prevent people on getting loot every day.
