Burst is 3 normal non crit shots. Each shot is based on the damage you do with that weapon. The attack rating of your character along with the damage of the weapon determines your damage per shot.
Burst skill = how fast burst recycles.
Burst skill has no bearing on recharge (or recycle) speed.Quote:

Ask any fixer and you'll know that. Burst skill does matter; my MCS recharge for burst is ~13 seconds normally. If I get a Riot Control, it drops to ~10-11 seconds.
You're both kinda right... One of the things changes recently, I think. =)
Burst = Recharge Delay * 20 + [Burst Delay] - Burst Skill / 25
[Burst Delay] is the value in the DB attributes for that weapon divided by 100.
Recharge Delay is the base recharge posted for the weapon. Init and AggDef have no bearing on this value.

I thinnk Jayade is close to the actual formula there, I know that it was changed recently, but it has always been knowledge that skill affects recharge on specials like burst/fling, etc.
I belive that it is the non-Damage(skill) related specials that recharge faster with more skill.
Or very close to it.
I tested burst times with different weapons and to start with I saw little difference. but Riot Control does take a little off the recycle time, the question now is wether its worth 39 ncu to have 2 secs taken off the recycle...
