First of all, great idea. I really like the idea of limiting the availability of faces to create more variety. I'm certainly not complaining. Of all the MMOs I've played, AO has the most face selections. However, more and different ones would be great.
Second of all, how about a face, hair, and hair color option? I reeeeally hate having to go through all those faces to find the one I want when there are so many that are just the same face with different haircuts or hair colors. Plus, it'd add some more combinations that you can't currently get.

New faces for current characters is a different thing all together. Not a bad idea, just a different one.
We should be able to customize hair color at least.
