There are leases out there which you can buy, where all responsibility falls to the lease holder. Which would make it the problem of the current lease holder if their patrons decided to tear up Newland or any other place.

Beer and Booze is owned by Mac who doesnt really give a monkeys.
Reets Retreat is more likely owned by the ICC out of them all, but is likely owned by a private entertainment company.
The Grind is owned by the owner of the sunrise space station likely a private company, or the ICC since its an orbital job and probably cost a heck of alot more to setup.
The Underground bar in Borealis, this is the most tricky. To me it resembles a converted wharehouse, so the wharehouse owner, which is probably a private trader or more likely a criminal/smuggling gang.

Also i would like to throw this in if someone drinks too much, drives, crashes and kills someone its not the bar's fault its that persons. The proprieter has no control over what their customers do upon leaving their premises, yet in the civilised world the bar staff would not serve the already intoxicated. This cant be implemented in game so surely its easier to think of that as none applicable, Rubi-Ka is still something of a frontier world. Drunks in a bar is common place, there and on Earth.
As for private property i would think that most appartments would fall under long term letting agreements to various degree's. So since all appartment sets are universal in look i would guess they were made enmass rented out or sold off.
Which would make whoever controls where they are the owner, and whoever lives there the lease holder or owner depending on whether they bought or rented it.
However no matter what an appartment would be private property.
What I'm trying to say is it would be logical for the political power group who controls the city/town or whatever that such a building is located in is the owner for publically accessed buildings.
