How do I get a new title?

Hit a certain level. Title 2 is level 15, title 3 is 50, 4 is 100, 5 is 150 and 6 is 190.

Does anyone know how the title maxes work?
I have been unable to increase any of my green skills sinse lvl82 cos of title maxes. 18 lvls without increasing them seems extreme.
I assume that implants don't affect these!

oh well, guess I'll be increasing those neglected skills
