I would - but the whole script thing confuses me, I just can't wrap my head around it.
Can anyone tell me how they work?

And all you need to do to make a script is make a file called 'blah' (or whatever, no extension) in the 'scripts' folder in your Anarchy Online directory. Then you put whatever commands and text you want in there. To call it in-game, all you do is type /blah, and viola!
So just copy those two lines from up there (the /tell and the /ignore) into a text file, name it what you want, and you're good. Then, you can make a macro to call it if you like (/macro blah /blah).

tried it, had no luck - where is the Scripts folder, I can't seem to find it.
Here's what I did - I created a folder named "Scripts" and put my script in it.
I went in-game and typed "/blah" (or whatever) and it said "unable to find scripts /blah"

That's right, you do need to create the scripts folder. And on the file you made, did you leave the '.txt' on the end of the file? If you did, you either have to remove the extension (you can edit it fine without it) or type the entire file name when you call it (/blah.txt).
