Here's a major idea... people can give me feedback on it.

What if respawn only occured once or twice a day, but the xp from monsters outside of missions had a +50-100% xp bonus over the xp you get from mission monsters. This xp bonus would depend on the zone... Clon**** or Varmint woods could be 50%...EFP or Upper stret could be +100%... places like DVA/Mort could have up to +150% xp bonus's...

There ARE scanners in these zones, people simply don't know about them because they haven't set foot outside a few zones...
How many people actually know about Safe Haven?

People couldn't camp any spawn points because the respawn was too poor, but the huge extra xp bonus should be enough enticement for groups to roam around looking for monsters to kill as opposed to missions. So there would be no more 'sit on ass, kill what pop' lameness. The amount of time roaming (both in a zone and through zones) would kinda slow down that xp bonus so that it would only be about 25%-75% better then missions (where you got monsters past every door whenever you want them.)

I think missions should be the best source of equipment and credits, but outdoor monsters should offer the best xp. Right now, missions are the best source for everything past 70...

This wouldn't change missions at all, people could still do their eye camp/homes missions, but would make outdoor xp'ing alot more enticing (like a big Safari!)
