why aren't there non-general intelligence and psychic buffs (i bet you guys have gotten this question dozens of times)

MP gets psychic buff

Docotor gets intelligence buff


im just curious as to why those are the only two abilities that arent "extra buffable" with special buff

could i get an official answer on this?
