this is Omni armor around ql 200-220 range.

it drops from the dustbrigade elite NPCs
anyone know if there is any clan quests to turn this in kinda like Sentinels armor (or equivalent) or do Omnis buy this stuff ? is it of any use ?

No... that stuff, along with the nippon-tech, and various other ql200+ armors that drop from placeholders are just a happy joke put in there by funcom. No one in their right mind would wear that once they hit TL6.
It does sell pretty well in shops though.
